Looks like the old WW2/Cold War bunker is going to be replaced by 5 bungalows - all reports done, plans in. Only interesting feature is that the demolition has to be documented for historical purposes, but there was no reason to refuse planning permission.
I actually tried to get Waveney to let me buy/lease/rent this building a few years ago, but as it was flooded, it was impossible. Oddly, the pictures and report show it to be totally dry and simply spider ridden! Crafty lot! Pretty ugly to look at, but it could have been used for something and kept for the historical interest, but I suspect most people wouldn't agree. P

Well the site's got to be worth a lot more to a developer, you'll probably find that's the bottom line.
Did they give reasons for refusing to sell/lease/rent it to you at the time? You say it was flooded back then but isn't now. This proves the flooding problem was easily addressed.
Lowestoft has something of a reputation for disregarding sites of historical interest. It's a shame, but sadly not uncommon here.

They said they were unable to consider my offer as on investigation the site was flooded and remedial action was impossible - or words to that effect. Obviously, they thought it was flooded - but wasn't! One dead rat, and spiders!

The most annoying thing is that apparenty WDC GAVE the site away, free of charge if it could have affordable housing on it. There was a site in Carlton Colville available on the same deal. So a developer builds his houses on land that belongs to the ratepayers - or maybe that's just an old fashioned viewpoint.
There are, in fact, a number of ex-cold war underground sites with preservation orders on them - usually Grade II listed status. RAF Neatishead has their over and underground buildings protected as there are very few of the design still left. The Norwich bunker near the Fire Station on the ring rd was lost a year or two ago - so not too many left. The other big one near the Norfolk Show Ground is still there, although it's used by a secure storage facility. People seem to forget the Cold War is history too now, and despite never being pretty buildings, they do form part of our heritage. People forget things very quickly - like RAF Hopton and the two huge towers left from WW2, and then the Cold War bunker that's still there until coastal erosion exposes it. Interestingly, the resident there has opened up the sealed access - but I doubt it will ever be usable, even as an attraction. It's all fire damaged from the 70s/80s when taken over by Hells Angels for a while. As there's a lot of asbestos down there it would be very costly to make it safe. RAF Neatishead which is similar, but larger underground is up for sale for around £4million, if you have it spare.
