I've found an article relating to the subject matter of this thread about light pollution, it mention intelligent lighting systems used locally with switching off lights after midnight, it's a pleasingly balanced and overall a good analyitcal article which also looks at soultions including highlighting inappropiate and excessive use of security lights, my pet hate!

do we have the technology that enables the street lights to detect when somebody is coming and switch the nearest lights back on for a few minutes? A more sophisticated system than we use for security lights?
